  • Median Manhattan market rent reached an all-time in March 2024 high of $4,550 per month

  • In 2024 HPD approved 9,550 households for new housing lotteries, connected 3,990 homeless households to permanently affordable homes, and marketed a record 315 housing lotteries through Housing Connect. HPD exceeded its fiscal year completion target by more than 40 percent, completing a total of 21,159 units of affordable housing.  

Housing Market

Eligibility 

  • The income range tells applicants how much or how little they can make annually, combining all adult household members’ income to qualify. The more household members you have, the higher the maximum income is.

  • The household size range tells applicants how many people can live in the unit with them per unit.  If you have any more or less than the number of household members allowed per unit size, you will not qualify

The Application Process 

The applicant applies for the lottery through Housing Connect or by paper application.

 

In the advertisement, they are told how to apply and what is considered an eligible household for application.

 

The Rules:

  • Each buyer or renter must occupy the affordable home as their primary residence if purchased/rented.

  • (Homeownership only) Any prospective applicant who currently owns or previously has purchased a residential property is ineligible.

  • Do not submit duplicate applications. Applicants who submit more than one application may be disqualified.

After Applying:

  • Once all the applications are received and processed, Housing Connect assigns each applicant a log number at random. The logbook starts at #1 and goes until the very last applicant number.

  • The log number will determine the order in which the applicants are processed. We are required to process every applicant in numerical order based on their log number.

Submitting Documents:

  • Applicants are then invited to submit the required Housing Connect documents. A list of required documents can be found here: Housing Connect website

  • They have 10 business days from when they are invited to either submit documents or respond to the request an in-person appointment

  • We look at their income documents first to determine eligibility. If they meet the income requirements, we continue processing them

  • Once we have collected all the required documents and have determined the applicant to be eligible. We send the completed file to Housing Connect/HPD so they can either approve it or deny it.

After Approval:(Homeownership Only)

  • With the approval, the applicant will now contact these lenders to secure a pre-approval letter for the mortgage

  • With the approval from Housing Connect and the pre-approval from the lender, the applicant will now need to find an attorney to help them close out the purchase. We recommend some attorneys who are experienced with these types of real estate transactions, but you are not REQUIRED to use our list.
